What this does and does not establish
POV records capture metadata as reported by the contributor's device and preserves it with the submission. POV does not independently verify that metadata, does not review submissions for accuracy or staging, and does not certify a clip's newsworthiness or context. Verification is a provenance record, not an editorial guarantee. Licensees are responsible for their own editorial review.
